They contain everything a player needs to play a game of commander straight out of the box. Commander precons are made to be an entry point into the format for new players. However, they contain between 50 and 60 new commander cards with each release. They really were; and beyond that the were no enthusiasm in their coverage of the deck. The Loading Ready Run video for the Chaos precon had some fun looking at the cards with people gasping and cheering when certain characters were revealed, but the CZ video was definitely 'punch in for work, show cards, clock out' mentality. My data only consists of games with 40k precons only, so it's not able to answer your initial question on power level againt all decks (that's probably impossible to answer definitively anyways). Being cohesive/consistent may lead to higher win rates, but it doesn't necessarily have to be.Right, except all the posts above have the precons as "good" compared to other precpns, which they are, as average card quality is much better. Yeah and out of the box precons are still trash. 40k precons are better but still really weak compared to a player built deck.As with most precons, Forces of the Imperium has a few straggling sub-themes floating about.
