The hazard with valves too tight is the valve may not fully close, which can overheat it if it gets bad enough (and it's sometimes too late to correct when the symptoms make themselves apparent, without major engine work). Meanwhile exhaust valves tend to stretch faster than there's wear, so get quieter before they get noisier. Until they start to burn, and at the same time risk cam damage.
