Yes I think you can Just Fuse the lowest level Fool You can with the persona that has it then down grade that persona using non stop izanagi until you get to Obariyon then fuse Obariyon with the level 7 fool to do it Of course pass Victory cry to each persona down and only register if you want it on each.

Well, technically my Izanagi build is a high mag persona. He naturally gains pretty high mag stats, and I offset it a little by making sure he doesn't put anything into Luck.
