If it increases the quality chance by 15% and the drop rate is 1% you are really only increasing your chances to 1.15% even at M4 when you have a 500% drop rate at best a 15% luck stat ups that to 570% which is less than 1 extra drop in 100.

The only bad thing I've seen is the enemies seem spongier and sometimes they can 1-2 shot your shield if you play reckless. I find the difficulty of redux very refreshing compared to vanilla BL3.
