There's a safe on the second floor of the whaling station. I've found hammer in there. I often find it hanging on some perf boards asttached to the wall. It blends in and looks like part of the background. Most common spawns I've found for it are the whaling shed in DP and the maintenance shed in BRR. Two answers;

Barbs rifle in CH and Vaughn's Rifle in ML Vaughn's Rifle spawns in the Hydro dam and around that area and Barbs rifle spawns in the fishing huts, garage and the rail way. 1.
