This is not the case in getfixedboi. Simply standing in front of unsafe walls fulfils their spawn requirement. I'm split on whether this is intentional considering the nature of the seed or not since it's this "feature" isn't recorded in the getfixedboi wiki page. Mobile also has this "feature".

You just had bad luck. Lava charm is rare to find in chests in ordinary seeds. No surprise that it’s hard to get in the Zenith seed. If you’ve got a magma stone you can shimmer that into a lava charm. Or, as you’ve said, fish.
