Saying that we already have it is like someone pointing out the redesigned classic armors in 4/5 when people talk about wanting classic-style armors back. It's very clearly not the same and not the point. Mark V[B] armor, even if the Reach Mark V helmet was in the game, bears only a vague resemblance to the original.

Halo Reach Spartan 3's are ment to look scrapped together because they are. They were created later in the war when Humanity was desperate as expendable muscle. Way cheaper equipment than a state of the art Spartan 2 like chief would have. Way cheaper everything really.
