The Heartbreaker build represents one of the best PvE builds in The Division 2. The synergy between the Kingbreaker assault rifle, Heartbreaker Set, Memento Backpack, and Picaro's Holster is incredible. On your Kingbreaker, use the Sturdy Extended 7.62 Mag for the extra 20 rounds. You only use the shotgun to build up the Heartbreaker stacks.
