If the fuel pump is getting weak, then the injectors can't deliver enough fuel to keep the engine running properly.

So I have the engine in and running. It runs well on full throttle and with the blades and drive going, but at low speed it surges and hunts. I accidentally read the tappet clearance wrong from the manual and ground way too much off the valve stems .040 instead of .004. Would this cause the surging?

Stock setting has the TPS voltage output at under spec range at WOT.Problem: The engine runs and idles normal with choke on during warm up. Turn choke off and the engine will idle fine for a few seconds then the engine revs up to 5000 rpm or so. Also, if I give the throttle a blip the engine will rev up to 5000 rpm and stay there.
