I just chain discord and use my hail to wreck some face. I go through the air strike skill in ordered chaos, then all the way through LBT, and the rest of my points go in BFF. It doesn't have the brute power of an anarchy build, but its still pretty powerful and I don't have to deal with getting stacks back. You can play Gaige without Anarchy, but it's undeniably her main damage source. What I'd recommend is still speccing into it but going with a Discord-looping build which means everytime you feel like you have too many stacks you activate Discord for increase fire rate and health regen. With enough Anarchy you can make anything work on Gaige. If you want my suggestion for an elemental Gaige build I would run guns with high pellet counts and small magazines. Moxxi guns like the Kitten, Heartbreaker, and Ruby would at least take up one of my slots and the rest would be high pellet count weaponry due to Close enough.
