For my estimates i used my own recent game, were swarm crisis had 150k fleet at crisis strength of 3x. And in my experience in older games, 1x would spawn something about 40-50k for regular fleets. All of this lead me to belief that 0.25 crisis would spawn regular fleets at something like 10-15k and main fleets of 30k.
