More of a mod/riven thing than a weapon thing specifically, but IMO if a mod or mods makes you do 0% or less finisher damage, you should not be able to do finishers with that weapon. As it is now, you get will get stuck in a finisher animation where you can still take damage but not do any. My suggestion is to remove the health threshold on when impact status increases mercy chance. So when impact procs it will increase mercy chance by 10% regardless of enemy health. It can be capped at 50%, so at 5 procs we would have 50% chance for a parazon finisher. Without impact procs mercy would function as it currently …

That being said a properly modded melee weapon is sufficient for any natural content in the game as far as Finishers go. I use a Nikana Prime and don't start running into one-shot Finisher issues until around 120-140 Bombards. Finishing Touch is a garbage mod. You'd be better off with another elemental.
