Technically you can have a deceleration of love at the festival -- but Ryuji screws it up, meaning he's dead to me for life. Also, after the second event, she gets a story scene. You can't actually romance her until Nov 3, so nothing changes, but it sweet. Accept it, and on 8/6 you'll do a unique event there with her and Takemi, which will give you a few points towards both their Confidant progression, and unlock the Shrine. This will only happen if you have defeated the 4th Palace boss on 8/4 or sooner.
