You can reset a single skill but the cost is always the total attributes/skills you have assigned x 50g. So very cheap at the beginning but several 1000's later when you have many. If you get to the point you have to change out entire skills later you will also require still more time to level a new skill from scratch.

You'd need to get level 100 in the desired skill tree and then make it legendary to retrieve your perk points again. Once you beat the boss of the Dragonborn DLC you get a chance to reset skills and get the perk points back. Or just level that stat up to 100 and make it legendary. Or just load an earlier save.

It will reset said skill back to base level of 15 (regardless of racial bonus), and refund all perk points.
