Those are all the missable spells. You can miss them because you'll be too high a level for them to drop. The only spell besides Decoy (which I left there because it just makes it easier) is Demonpetal Dance, as all the other spells can still be obtained.

There is no recruitable Vartan anywhere. The lowest level Hawkman you can recruit is in Rhime Chapter 1 where you have to save Cistina. At lv 6. If you bring a party of Lv5s with Recruit skill you can find Lv5s in Phorampa without needing to use WORLD. It's troublesome but the best choice if you're mass-hiring Hawkmen for Cursed Weapons.

The level 5 Cleric won't be able to use the Warrior skills, and ALSO is missing all the skills that they would have learned if they had started as a cleric. Personally I prefer Tactics Ogre:Reborn graphically, especially as Disgaea 1 Complete has a weird mix of low-res textures and (some) high-res sprites depending on what they decided to update. Disgaea 1 is a fun game, I bought it eons ago for $20 new when it first released on PS2 as a budget title.
