The only ring that would boost Dark Hand is the Dark Clutch Ring which is in Irithyll Dungeon. Pyro boosting rings are Witch's Ring, Fire Clutch Ring both available early game. Sages ring doesn't boost but it does make you shoot faster. Farron Ring reduces FP used for every spell. Oh - and max the shit out of your pyromancy glove obviously.
