Heritage rough rider issues.

I've been giving some thought to maybe putting a scope on my Heritage Rough Rider .22lr, 6in. barrel (only cost about $110). The iron sights appear to be off, and don't seem to have any type of adjustment. They're about 4 inches right and 4 inches down at 20yds. The first 4 clicks are seemingly correct and the timing seems fine. The extra 5th click is at the very end of the cocking process.
