Right. It's my understanding that it's comparing an individual's performance to the national performance - strictly for the MBE portion since the NCBE grades that part through the scantrons. So, my overall MBE percentile was 65.5 = 34.5% of national test takers did better than me overall on the MBE.

Since the anchor questions and other questions have different effects on the scaling and the actual scaling formula is sort of a black box.
